Scene in St. James's Palace described by Richard Dimbleby.
On May 6, 1949, representatives of ten European nations brought the Council of Europe into existence by signing the Statute in the Queen Anne Room of St. James's Palace. The first article of the Statute states that the aim of the Council is to achieve a greater unity between its members for the purpose of safeguarding and realising the ideals and principles which are their common heritage, and facilitating their economic and social progress.
