The weapons and composition of the armed forces are being completely re-organised. Many of the circumstances which have made this necessary have also meant that the whole question of training officers of the three services from their days as cadets to the time when the most fitted reach high rank has also had to be re-thought. In addition there is the question of specialist education which has to be carried on at the highest level.
