Pay as You Learn
Some universities in Britain are now facing the prospect of bankruptcy - most will suffer severe cuts in staff and resources. At the same time, university students have asked for a 17-percent increase in their grants. Do they have any right to such "free handouts ' or should they pay their own way?
Lord Harris of High Cross, economist and council member of Britain's first private university, believes that students should pay as they learn - relying on holiday jobs and loans to get them through.
At Exeter University, before an audience of students and their parents, lecturers and politicians, he has just ten minutes to put his case. Desmond Wilcox referees the ensuing debate.
