Louise Webb , campaigner for prostitutes' rights, argues that the law should not discriminate against what it terms the ' common prostitute ', and that they should not be made the victims of society's hypocrisy. Council has determined to face the ' problem - on its streets. Before an invited audience of prostitutes and their neighbours, sympathisers and opponents, councillors and police - she has just ten minutes to make her case.
