In England five million people a year consult their family doctors about mental-health problems; 600,000 are referred to specialist psychiatric services; 21,000 are compulsorily detained in mental hospitals. At what point does caring become controlling?
IAN KENNEDY analyses the concept of mental illness and finds no rationally defensible limits.
'The implication Is that we forfeit the right and ability to question the propriety of the concept. All the power lies with the expert and we must hope and trust.'
