In England five million people a year consult their family doctors about mental-health problems; 600,000 are referred to specialist psychiatric services; 21,000 are compulsorily detained in mental hospitals. At what point does caring become controlling?
IAN KENNEDY analyses the concept of mental illness and finds no rationally defensible limits.
