Herald of Free Enterprise sank in Zeebrugge, leaving 193 people dead. Further disasters have shown that roll-on, roll-off ferries can quickly become unstable. Philippa Forrester meets one of the survivors of another shipping disaster, the Estonia, and visits the Norwegian ferry, Colour Festival, which is beingfitted with doors that divide the deck up, making the ship far more stable if the deck floods. Norway is insistingthat all its ferries are fitted with the system by spring 1997, so why is Britain not followingsuit?
