Michele Leonhart , a top woman agent, leads her team in several dangerous undercover operations on the streets of San Diego. "I'm not a gun lover but, to me, it's like another partner - it is going to save my life some day," she says. At gunpoint, she drags Chico, a cocaine dealer, from his car and confronts him with a stark choice: ten years jail or turn informer. For
Leonhart, her informants are absolutely essential: "We need them. There's no quick fix to the drugs problem." She goes under cover to buy crack cocaine in an operation to shut down a neighbourhood crack house: "Where there are drugs, there's violence."
