38 million people are about to receive their first poll tax bills - many will be higher than Government predictions.
On the eve of the Budget, and in the week of a crucial by-election,
Robin Denselow reports that Conservative as well as Labour councils are among those accused of over-spending. They complain they have been underfunded and fear that angry voters will turn against them in the May local elections.
