The Hands That Once Picked Cotton. President Reagan's return to the White House may depend on his ability to hold the key Southern States - traditionally Democratic. In 1980 Reagan won these states with narrow majorities, far smaller in most cases than the number of Blacks who hadn't bothered to register to vote. Ignited by Black leader Jesse Jackson's fiery campaign, the Black poor - the hands that once picked cotton -are now registering in unprecedented numbers and threaten to swing the South against Reagan.
