The speaker, who was one of the constitutional advisers ro the Viceroy in 1947, comments on the first draft of Pakistan's new constitution, published a few months ago. He relates this document to Pakistan's 'outstanding altemp; to comb'ne an Islamic wav of life with the institutions of Western democracy.'
