Cyprus is an island with a long history of occupation by successive naval powers in the Mediterranean. The Governor, Sir John Harding, is faced with the tasks of stamping out EOKA terrorism and formulating a policy of self-government acceptable both to Greek Cypriots and the Turkish minority. There is also the need to ensure the development of Cyprus as the last base for a United Kingdom land and air striking force in the Middle East.
