One of the outstanding problems today is how to bring peoples of Africa, Asia, and the Middle East to a higher standard of living so that they can achieve and maintain political and economic independence. Help from the West is sometimes resented as imperialism, yet such help is essential, and the stability and friendship of the under-developed countries are vital to the West. The problems encountered during the operation of the Gezira Scheme in the Sudan are typical of those now facing us in our relations with these peoples.

Arthur Gaitskell, lately Managing Director of the Gezira Scheme, suggests that experience gained there can be applied in other parts of the world where poverty, combined with an awakening nationalism, endangers political stability.
