When the Dutch jurist, Grotius, published his Mare Liberum in 1609, Holland was beginning to develop its interest in the East Indies. Three-and-a-half centuries later an independent Indonesia, together with its neighbour the Philippines, has developed a complex and sophisticated legal case for archipelagic status based on its history of maritime trading and seaborn culture.
