In 1974 a group of American molecular biologists proposed a moratorium on a class of experiments that involved the transfer of genes between micro-organisms. The widespread concern which ensued centred on the hazards to life that ' man-made ' pathogens might present if they were ever to escape from the laboratories. Preliminary investigations of the potential hazards spawned watchdog committees in the eight countries involved: now there are sets of guidelines that specify the conditions under which genetic manipulation experiments should only be done. Will these voluntary guidelines be sufficient, or will the control of such work pass to government agencies?
John Maddox investigates the level of protection offered to thepublicandtheextentft which the freedom of scientists to pursue lines of enquiry will be curtailed.
