'Perhaps the bete noire of the enthusiast for disarmament is the so-called arms race.
However, we are far from certain there is any persistent phenomenon deserving that name and we certainly have a very imperfect grasp of the psychological and political mechanisms at work. This suggests a little caution in endorsing a cure.'
