Baby Love. Joan Bakewell looks into the story of Clare and James Jones , who face opposition from their local authority in their bid to adopt a baby from Romania. The council has a policy of not helping inter-country adoptions, which it believes do nothing for the children involved or for the 'donor country'. But while long-term solutions are sought, in the short term we continue to see pictures of children living in desperately deprived conditions. Heart of the Matter asks what should be done about these children.
