In London, one quarter of all fifth-formers are so fed up with school they don't even bother to go. Across the country, half the children who leave comprehensives at 16 do so with exam results that label them as failures. To counter this, but to the alarm of many teachers, the government is introducing a scheme which will take some children out of ordinary classes at 14 to teach them skills they'll need for work. It's called vocational education. Is it a sensible way of helping children to a better start in life, or a sinister scheme which will stamp them as second-class citizens even before they leave school?
