A year ago, 16-year-old Janice [text removed] asked to be taken into care because she was so unhappy at home. Since then, she's been shunted around various children s homes, never really settling anywhere. Now she has decided she wants to be fostered.

Now they have finally decided they would like to give a home to a difficult disturbed teenager-and Janice fits the bill. On the surface it ought to be simple - she wants a home and they want a foster child. But because one in three foster placements break down, everybody knows there are going to be problems.
