When Dr Rossiter, a brilliant plastic surgeon, miscalculates a delicate operation, he flees to France where he acquires a new face - and a new identity as Dr Bernard Schuler.
Schuler buys a derelict circus and staffs it with wanted criminals whose faces he has altered. His Circus of Horrors soon becomes one of the most successful in Europe.
