The fourth of a new series of special television debates.

Ludovic Kennedy calls Sean MacBride, S.C. Secretary-General of the International Commission of Jurists to prove this proposition and Sam Silkin, Q.C., M.P. Chairman of the Legal Committee of the Council of Europe to disprove it.
Each of them may call any witness he wishes to substantiate his argument. The issue is debated before a panel of thirty lawyers and a specially invited audience.

Sean MacBride, formerly Minister for External Affairs, Republic of Ireland, believes that in modern democratic states public authorities of all kinds are increasingly encroaching upon the basic rights of individual freedom.
Sam Silkin contends that this process has been exaggerated and that a certain amount of interference is justified by the needs of planning, welfare services, and the protection of the citizen.
