In Britain the Welfare State provides for everything - in theory. Social Security, Children's Officers, numerous welfare departments of local government cater for almost every social need, from housing to enough money to live on. In practice it doesn't quite work out like that. Officials are often hamstrung by rules and regulations. Sometimes the very fact that they are officials makes them difficult people to turn to in times of need. 'The Professionals', the first of three programmes on 'The Welfare', looks at professional social workers, their strengths - and their failures.
