The United Nations' peace-keeping operation in Cyprus has raised a number of difficult questions of international law including whether the United Nations Force, under its mandate from the Security Council, has been given the necessary powers to fulfil its task. Dr. Bowett discusses these questions and explores some of the problems involved in strengthening the mandate.
