Richard Cox , who has travelled widely in Africa for the Sunday Times, says: 'Single-mindedness is both desirable and inescapable in underdeveloped countries. Put it is time we recognised it for the realpolitik it is-a way of working and thinking politically that is different from our own and is highly developed even if the nations it rules are not.
