In a recent talk Professor R. M. Titmuss attacked the increasing concentration of economic power, notably in the great insurance companies. Sir John Benn , chairman of the U.K. Provident Institution, suggests that this power is exercised within a framework of a dual responsibility: directly to the policy holders, and indirectly to the public at large.
