H. G. NICHOLAS , Reader in the Comparative Study of Institutions, University of Oxford, examines the history of electoral bargains in Britain since the mid-iath century. He connects the decline in these local agreements between parties with the extinction of multi-member constituencies where allied militants could all fight for their own men.
