Though prominent as a European statesman for nearly twenty years after 1797. Talleyrand spent most of his political life in powerful but subordinate posts. For some months during 1814 and 1815, however, he was in virtual control of French destinies. As Sir Duff Cooper says in his biography, a iust estimate of his value is best obtained by examining his actions in ' this crisis of his career.' This programme attempts an outline of his r6le in the fateful year of Napoleon's first fall.
