In 1964 Lord Caradon. Britain's U.N. delegate. said ' in the cellars in the southern states of Africa the fuses are lit, and are likely to blow the whole house sky-high.' Virtually surrounded by the white-governed countries of South Africa, Angola, and Rhodesia are ttree African-controlled enclaves, the former British High Commission Territories. All three face the facts of economic dependence on their white neighbours and political pressure from African nationalism within and to the north.
