This is the first broadcast in a new series which plans to take week by week some recent Act of Parliament and explain it to the man in the street. Today's broadcast on the Hire-Purchase Bill will be followed next week by a talk on the Midwives Act (1936) by Lynn Ungoed-Thornas .

In 1873 Victor Hartmann , a well-known architect and painter, member of- Balakirev's circle and close friend of Stassov, the critic, and Mussorgsky, died at the early age of thirty-nine. Mussorgsky was deeply upset, and in the following year when Stassov arranged an exhibition of Hartmann's water-colours and drawings, he was moved to compose a cycle of ten piano pieces based on various subjects from Hartmann's pictures. These he entitled ' Pictures from an Exhibition'.
Mussorgsky appears to have been highly stimulated with the idea, for in a letter to Stassov, to whom the work is dedicated, he says : ' Hartmann is bubbling over, just as Boris Godunov did. Ideas, melodies, come to me of their own accord..... I can hardly manage to put it all down on paper fast enough '.

Frank Laffitte was born in England. His father, a Frenchman, became naturalised and for many years was a French master at the City of London School, where Laffitte was educated. As a musician he is a product of the Guildhall School of Music. He became a pupil there in 1915 and studied the piano under Marmaduke Barton , the violin under John Saunders , and harmony and counterpoint under Dr. Hamilton Robinson. He was a brilliant student and won the most important scholarship, the Mercers', and finally the Gold Medal of Instrumentalists in 1918, for which he played Rachmaninoff's C minor Piano Concerto.
After leaving the Guildhall he studied with Katharine Goodson and went to France, where he came under the influence of two great French musicians, Pierre Monteux , the conductor, and Maurice Ravel, the composer.
He made his London debut in 1920 at Queen's Hall under Sir Landon Ronald , and since that time he has not only broadcast frequently but played with the leading symphony orchestras in London, Paris, and Amsterdam.
