The Black Country town of Wednesford early in the present century was the scene of conflict between Dr. Jonathan Dakers and Dr. Craig. Craig, the Medical Officer of Health, has been using the local hospital as a private nursing-home for his middle-class patients, and Jonathan insists that some of his I poorer patients shall be treated there.
Craig tries to discredit Dakers, who retaliates by reporting on the disgraceful conditions of a block of workmen's dwellings called * Higgins' Buildings.'
