The fulfilment of the plans made in Paris in 1947 depends largely on the interchange of products between the Western European countries. Sir Osborne Mance, who was Transport Adviser to the British Delegation, Paris Conference, 1919, and is now a member of the Transport and Communications Commission of the United Nations, explains how the European transport system will cope with this interchange of goods
