At the age of seventeen the offender passes beyond the jurisdiction of the Juvenile Court, but not beyond that of the probationary system. We now come to the adult court and study the relationship between stipendiary magistrate and probation officer. Through their discussion before the court opens we follow the life story of a youth accused of theft.
He is eighteen years old. He calls himself James Todd. The Law calls him a criminal. What is to be done with him? Why is he here in the dock for the third time? What would you do with James Todd?
