The beautiful town of Apendorf is a joy to behold in summer, with its people in fine spirits. The new Burgomaster, Walter Haffner, blessed with a wise head on young shoulders, has all the qualities of a good leader.

But when the dreamy summer days turn into drought, Walter has the burden of finding a solution. His decision has ambivalent results and puts the town's loyalty to him, not to mention its love and respect, under great strain.
