The doubts over Soviet commitment to the policy of detente, the increasing influence of the military in party affairs, and the poor Russian grain harvest in 1975, will cause observers to watch the 25th Soviet Communist Party Congress later this month with even keener interest than usual. What changes will be discerned in party policies? What shifts in the internal power balance?
