In this Panorama special, paedophiles and other violent criminals who have been released from prison into bail hostels are caught on film continuing to flout the law. Among the scenes captured by an undercover team during five months of secret monitoring is a child sex offender befriending and photographing children, and others pimping and shoplifting to pay for their drug habits - all on ordinary residential streets where they are free to come and go.

Wheelchair-bound 15-year-old Krystie faces a major operation to stop the curvature of her spine caused by Friederich's ataxia, but as she is a Jehovah's witness it is against her religious beliefs to receive blood, even in a potentially life-threatening situation.
