Berlin 1989: for some, the Cold War is over, but life-long army man Johnny Gallagher finds action when he is assigned to escort a disgraced soldier, a "package", back to America.
However, the man is not who he is supposed to be, and Gallagher arrives in Washington DC to discover he has been used as part of some mysterious manoeuvre. Meanwhile, in Chicago, a deadly plot is nearing its climax.
