The second of a new series of special television debates.

Ludovic Kennedy calls Sir John Foster, Q.C., M.P. to prove this proposition and Tom Kellock, Q.C. to disprove it.
Each of them may call any witness he wishes to substantiate his argument and use as evidence any film from the BBC archives. The issue is debated before a panel of thirty lawyers and a specially invited audience.

Already this summer both Europe and America have been immersed in waves of militant protest. Everywhere there are marches, riots, demonstrations of dissent
Sir John Foster argues that where there are constitutional processes for expressing opposition, demonstrators damage their own cause and the democratic system itself.
Tom Kellock, formerly chairman of the Anti-Apartheid movement, argues that militant protest can strengthen democracy while achieving socially useful ends.
