Last year alone, in an industrial system plagued by unofficial action, almost three million working days were lost as a result of strikes.
For three years the Royal Commission on Trade Unions and Employers' Associations, under the chairmanship of Lord Donovan, has been examining whether new laws can improve shop-floor relations. Should wildcat strikers be fined? Should trade union officials be made legally responsible for the actions of their members?
Tonight's documentary investigates some of the problems the Donovan Commission has been trying to untangle.
