Although the universities are almost completely dependent on public money they retain their independence: such control and direction as does exist is exercised by the University Grants Committee. The rest of Higher Education is part of the Minister of Education's portfolio. Has the time come to rationalise these arrangements under a new Minister of Higher Education? How sensible is the present system of financing it? Should fees be raised from their present low level so that reliance on massive central grants can be reduced?,
