Regardless of whether or not Britain joins the European Economic Community, the debate will continue between those who believe in Europe as a Third Force standing between Russia and the United States, and those like Mr. Kitzinger who hope that the concept of community which a united Europe would seek to exemplify will trigger off further moves of integration with the rest of the world and thus lay the foundations of a new world order.
