Lord Lugard has come to be regarded as the architect of British colonial rule in tropical Africa. Dr. Oliver believes that Lugard's vision of the African future went far beyond his administrative achievements, and that this in part accounts for his being ' possibly the least orthodox civil servant ever to hold high office.'
