This book by L. W. Martin , Professor of International Politics at Aberystwyth, was written under the auspices of the Institute of Strategic Studies in London. It sets out to answer what the author calls ' the recurrent central question of modern strategy.' This is now, he says, whether ' essential strategic tasks can best be performed on or from the sea by ships and ship-borne weapons.' Captain Roskill is the author of the British Official History The War at Sea.
