An American neurologist has discovered a drug that greatly improves the condition of patients with a rare muscular disorder called myoclonus. Unfortunately, the drug is expensive to make and the number of sufferers is small. The major drug companies argue that it would be uneconomic for them to develop and market the substance - the potentially useful drug has become a commercial 'orphan.'

September 1957. Fifteen National Service officer cadets return to the Officer Cadet School after two wet and windy weeks at Battle Camp. They return under a cloud of suspicion, an 'incident' has occurred and justice must be done, but the investigation takes place behind closed doors, for the Army's reputation is at stake.
