President Nicolae Ceausesen , the widely travelled Communist leader of Romania, begins a state visit to Britain on Tuesday. Since he came to power he has succeeded in putting his country on the map as one of the more unusual East European states. Surrounded by Slav nations and encumbered with important minorities of Hungarians and Germans. Romania clings proudly to its own Latin culture. Perhaps it is because so many different forces have influenced their history that the Romanians of today see themselves as useful mediators between opposite sides in most international quarrels. However, Romania's enlightened foreign policy and increasing independence from Moscow are seen to contrast sharply with a more rigid approach in its internal affairs. Erik de Mauny has recently visited Romania.
