Since the war most trades unionists, many politicians. and a few businessmen, have argued that Britain's industrial performance could be transformed if only there were more investment. Productivity of men and machines, it is said, would improve enormously as a result. But recent evidence suggests that British industry has been investing as much as its principal competitors; the trouble in many sectors of the economy is inadequate performance. Why has productivity improved so much faster in. say. West Germany, than here? Why are there such immense differences in productivity between firms making similar goods in this country?
