Cruelty, neglect, mental instability and quarrels over custody constitute family life for thousands of children. And yet there is no system for representing the rights of children if parents, their natural guardians, fail to fulfil their obligations.
Analysis examines the deficiencies in the laws safeguarding the welfare of children. Do local authorities use the power they have to provide care and protection? Should children at risk have their own advocate or be under the jurisdiction of a special court? Would a Guardian for Children threaten parents' rights?
