Japan has the lowest crime rate of any advanced industrialised country. In a society where loyalty to the group and its common values is so strong, what kind of people commit crimes, and what happens to those who get caught? This film looks at the treatment of prisoners at Fuchu,'one of Japan's largest prisons, and at the rehabilitation process, which is largely in the hands of voluntary social workers.
