Captain Popkess was born in Cape Colony. He has had a distinguished career both as a sportsman and a soldier. He was champion miler of Rhodesia and played Rugby against England in the last English tour of South Africa before the war. He served in Rhodesia, the South-West African campaign, when he was wounded, and the East African campaign. Later he helped to raise and train the Palestine Gendarmerie.
As Provost Marshal at Aldershot he was largely responsible for the car-parking arrangements for the Tattoo. As Chief Constable of Nottingham he built up the first forensic laboratory in the United Kingdom, and produced the first really workable police wireless system.
