Reflections on the Development of a European Society by Robert Birley
Headmaster of Eton, formerly Educational Adviser to the British
Military-Governor in Germany
3-Changes in Education and the Problem of a Common Language
In his first two lectures Mr. Birley considered how love of one's country may be reconciled with European unity, and then turned to study the nature of Britain's relations with the Continent in the past. His conclusion was that Britain is now more separated culturally from Europe than she was in the eighteenth century, and that she is therefore in many ways unable to understand Europe's problems.
In his third lecture, Mr. Birley turns to the practical measures, particularly in the field of higher education, that will need to be taken if Britain is to contribute to the formation of a European society.
We must learn how to learn about
Europe. This raises the problem of language: a common second language is urgently needed. Mr. Birley rejects the claims of an artificial language and decides that the choice lies between English and French: on a majority vote English would probably be chosen and Mr. Birley shows why this might be unfortunate for us, and that in any event we must take the teaching of foreign languages more seriously. This lecture is to be printed in The Listener dated November 10
