Superintendent Halcro is looking for the man who can organise large-scale 'accidental' fires at the drop of a hat. General Campbell went to Scotland to negotiate, very irregularly, the sale of a new fuel discovery to the Millenium Oil Corporation. Caldwell, the Millenium representative, warned Campbell and his scientific collaborator, Ferguson, against the man they knew as the Rev. Murdo Aitcheson.
During Aitcheson's absence, Isobel Gilmour arrived at the inn to which he had taken Alison Campbell, and a frank talk between the two girls cleared up several misunderstandings. Aitcheson returned in time to prevent them leaving, but Alison subsequently escaped, and dropped into the arms of Roger Kenyon - to their mutual astonishment.
